Dell is expensive -Core I5 not less than 36-38K.
We have Core I5 with OS around 30K from 3-4 brands.
Compaq is cheap ( If we look seriously can find reasonable brand (Acer,MSI also ok) 15" ,3or 4 GB ram+ 320/500 Gb HD below 25K with out OS!!

i recommend Toshiba the perfect deal.. Gr8 Japanese technology...fed up wid everyone opting for dell,hp... i possess toshi c665-x5010.. A i5 processor wid 6gb ram nd 1gb nvidia graphics card,640gb HD, 15.6" LED Backlight display... with other regular features like bluetooth v3, webcam etc...........
