I guess it can be made anytime, just the exact time and year of birth need to be known..

exactly. this is the only info we need basically. all other factors like position of the stars, planets etc etc are decided by this factor only.

place of birth is an indirect factor because the the positions of stars and planets are considered relative to the place of birth.
