If MTNL chips work with your iphone then it can be used to create a wifi hotspot. Iphones sold in India are locked and can only be used with vodafone or airtel so you would need to get yours unlocked I believe to use it with mtnl.
I have used Mtnl 3g and the reception is pathetic and I use airtel 3g now which I find is a little better then Mtnl.
I am using MTNL 3G with an android phone for last 18 months and I am very satisfied with its speed, even while travelling in the Metro.
In fact I often use it to watch live TV [over data link] while in a metro and never faced any connectivity issues.
