Datacom, and Unitech along with few new telecom companies have been allotted start-up GSM Spectrum, in Mumbai, Maharashtra, Punjab and UP (East). Tata Teleservices, has also been allotted spectrum in Mumbai circle, and it is having GSM license under dual technology policy, it has yet to get radio frequency in three other circles. Government has earlier released spectrum in six circles, Tamilnadu, Andhra Pradesh, Kerala, Karnataka, Orissa and Madhya Pradesh which clears that the new telecom companies can start there services in total 10 circles now. For Punjab only 3 companies have been allowed to start as only 15 MHz spectrum was available there. A CDMA player, HFCL has been allotted GSM Spectrum under dual technology policy.
