Hi, cany any one let me know!!! Why does mobile phone time resets to 9:00 pm always,when we remove the battery and then restarts mobile phone?

This happens only in lower end phones. The OS inside the battery is programmed to start the date and time to a particular date/time.

as for manual watches, 10:10 is considered as a standard, similarly 9:am is default time for mobiles..

The time 10:10 represents the analogue watch hands in their most pleasing profile. Advertisers saw that the watch was seen in the most pleasant profile when the time shows 10:10 (watch looks like it is smiling). In digital watches, this time has no significance.
