Default Answering mobile phone while its charging

Do any of you answer your phone while its being charged?
Just recently in the news it was written that a girl died from an electric shock, she was answering her iphone 5 while it was on charge. Whether it was because of the phone or the fact that it was being charged and she picked up, I don't know, but I've stopped answering my phone while its being charged.

Technically that shouldn't happen, as the device used for charging "an adapter" essentially converts the 230V AC mains voltage down to 3-5V DV volts using a transformer. This is the piece of electrical device where the primary winding and secondary winding are electrically separated. The power at the lower side (3-5V DC) is produced due a phenomena called electromagnetic induction. (Which we all studied in 8th or 9th grade physics).

The fault occurs with the new generation chargers where instead of a transformer, a RESISTOR is used to step down the voltage. If the resistor is faulty or burned out it wont block the voltage and may pass it on to the phone circuit which instantly would fry the phone! But one could notice this "frying phone"!

All of these shocks can be prevented at least at home if the home electrical circuit has an ELCB/RCCB. If these devices are installed in the electrical circuits once a fault is detected with any appliance, it instantly trips the power supply saving the device as well as our lives. Unfortunately Indian homes are dependent on the old "fuses" which may or may not blow!

I sometimes answer calls when my phone is in charging mode, however, I know there is a danger associated with this. This must be seriously avoided.
