Network congestion eases, regulator unable to punish defaulters

Telecom regulator TRAI on Thursday said network congestion in the mobile space has declined and expressed its inability to punish the defaulters. "...the show cause notices issued to six service providers for not meeting Quality of Service (QOS) in respect of Point of Interconnection (POI) congestion are sub-judice in TDSAT since March, 2006. Therefore, the authority is unable to take further action in cases of non-compliance."
The insufficient and non-provisioning of telecom circuit resource as per traffic requirements leads to inter-network congestion at the POI, loss of calls, repeated call attempts by consumers, deterioration in QoS, consumer dissatisfaction.
The POI Congestion Report analysis for the month of January-March, this year, shows that the performance of the cellular mobile operators with respect to the congestion on POIs has improved as compared with December, last year.
During the period cellular subscriber base has increased to 261.07 million. The number of POIs having congestion has decreased from 315 in December to 275 in March, this year.
Performance of private operators when contrasted with the state-run telecom companies BSNL and MTNL, the number of POIs having congestion has decreased from 203 in December to 118 in March, this year.
During the same period POI congestion among Private operators lead by Bharti airtel (83) themselves has increased from 108 in December to 157 in March 2008.
The telecom Circles affected more due to the are Bihar, Gujarat, Rajasthan, North East, Haryana and West Bengal.
The cellular growth in the country is going at a rapid pace and about 8 million subscribers are added every month.and TRAI has been monitoring the level of congestion at the POIs on a monthly basis.
