Default Which is the Best Router with USB port to Connect 4g USB Data Card with failover

I am hoping that someone on this forum could suggest a good ADSL Router (preferably with RJ11) which supports 4 USB Data Card and failover capability.

I am currently using BSNL Broadband in a rural area. I purchased an IBall Baton 3G router as it had RJ11 port (ADSL) and USB port (For 3G Data Card) as Iball Claimed it had 3G Failover Capability.

In my area BSNL DSL Connection is very spotty and goes down frequenty. Therefore, Theoretically, the failover capability of Iball router should have been useful. So I purchased a 3G Dongle from Iball, AIRWAY 21.0MP-58, USB 3G data card which was listed as compatible with the router.

BSNL ADSL speed varies from 1-2Mbps with 10mbps plan.
Idea 3G speed varies from 4-7Mbps with Airway USB Modem.
Idea 4G speed varies from 14-20Mbps but no compatible USB Modem
    Airtel - No 3G signal
Tata Docomo- 3G signal with 1-2 Bars signal

Jio 20mbps consistent speed but only works on LYF Phone.

For some time all was working well and sometimes I would remove the DSL phone line from Router so the connection would fail over to IDEA 3G which had good reception and speed. Now Idea, in its infinite wisdom, has completely replaced 3G towers with 4G only towers and EDGE signal. This renders my USB Modem completely useless.

I have tried different USB modems from Huawei (Airtel Unlocked) and Idea Netsetter (Also Huawei). Both of these 4G cards are not listed in Iball Compatibility list for the router and they dont failover.

I hope some members would have already experienced this set up as I need Always On Connection at work and connection needs to be shared by 8 systems.

TP-Link W8968. It supports ADSL, Cable Modem/WAN and USB 3G/4G with auto fail over.

If you have Jio+Lyf phone why not use it as a wifi hotspot?

    Thank you for your response.

I use an application which requires a lot of Data Transfer between the clients and an established Ethernet Network and my server has a static IP.. I dont want to disturb the network if the phone goes down. And I wasnt aware of how well the phone handles routing between so many connections.

I had been doing some research on the web and found that TPLink has a good number of Routers with Failover Capability. I found that the lowest spec router that supports the feature was the TP-Link TL-MR3220 Router which was widely available in the market for Rs. 1500/-. So I gave it a shot and purchased.

The router supports DSL/WAN to USB Modem Failover very well and recogises the Airtel 4G Card (Huawei E3372) and I-Ball 3g (21.0 MP) data cards and I was able to dial up and route both the WWAN Connections in all systems.

As soon as DSL is removed, the Router Fails over to USB Data Card in 15-20 seconds seamlessly. This was without any firmware update and configuration is straight forward.

I then connected the LYF Android Phone with USB Tethering switched On but the Router was unable to establish a connection. On further research, I found that it is possible to use the router with USB Tethering using Open WRT firmware (Golden ORB) and I was able to establing connectivity with a JIO LYF Handset. 10-20MBPS speed on the network. But tethering the phone with router is a whole different topic.

Can someone suggest me cheap router with print server facility. So that a wired printer could be connected by USB to the router.
