Thumbs down unable to reach 192.168.1.1

am using a combo plan of mtnl.I am not able to connect to internet though my phone is working and modem lights are showing normal status. The window u get on rt clicking the internet connectivity icon on task bar shows 0 traffic. On clicking the support tab in the same window in the connection status all categories(ip add, subnet mask, default gateway) are shown blank hence the repair command cannot work. This cannot be corrected inspite of entering this data in tcp/ip settingsn from the contoll panel.
I also have a tata broadband connection which is working smoothly on the same machine. The local mtnl man is at loss and the officers are not accesible(? strike).
Any suggestions to solve the problem?
Can thre be a conflict because of the two NCDs? I always put the device not in use and the NCD not in use is disabled.
I cannot ping 192.168.1.1 (unreachable) though the modem is working as tested on other machine(Sterlite sam 300X)
Please suggest ways to solve the problem as the MTNL guy is at loss and there online support is practicaly non existant for last two weeks

    The support page
of MTNL when the Repair tab is used reads
" Windows could not finish rpairing the problem because the following action could not be completed.

TCO/IP is not enabled for this connection . Cannot proceed "

This happens inspite of giving the TCP/IP settings through the connection window via controll panel
