NEW DELHI: State-owned telco MTNL on Friday invited bids from global players to set up and run its WiMax operations in Delhi and Mumbai on a franchisee basis for a six-year period. MTNL will enter into a revenue sharing agreement with successful bidders.

The contract will be reviewed every two years and can be terminated if the franchisee partner does not meet prescribed targets, the company said.

MTNL had last month invited bids for running its 3G operations in Delhi and Mumbai for a 10-year period, that too as a revenue-sharing franchisee model. As per the WiMax tender posted on MTNL’s website late Friday night, the successful bidder will have to provide fully converged broadband data and voice services such as internet and VPN, and support services such as cell support video conferencing, IP multicast, backhaul to Wi-Fi and wireless leased lines.

They will also have to offer both pre-paid and post-paid WiMax services and rope in 5,00,000 customers over a 5-year period. MTNL has also prescribed yearly targets.

"The bidder shall jointly work with MTNL for working out strategies for advertising, marketing and promoting the broadband services, which shall carried out under the MTNL brand. Sales and marketing and verification of customer's bonafide will be the prime responsibility of the bidder," the expression of interest (EoI) for the bids said.

The EoI also states that MTNL shall be responsible for fixing the tariff for wireless broadband services in consultation with the successful bidder. MTNL's word will be final on this issue.

The government had allotted WiMAX spectrum to state-owned telcos BSNL and MTNL last year, while making private operators wait for the upcoming auctions to receive airwaves for wireless broadband services.

However, both MTNL and BSNL will have to match the price offered by the highest bidders during the auctions for their share of the spectrum. MTNL has also clarified that the one-time WiMAX spectrum fee that the telco would have to pay would be deducted from the revenues gathered from WiMAX operations by the franchisee partner.

The EoI says that "4% of the total revenue or the amortised value calculated on the reserve price, or whichever is higher, will be set aside on a monthly basis to compensate MTNL towards one time spectrum charges".
