Default paying high for lower speeds!

this is the third month i've been stuck with this utterly pathetic 256kbps speed(that's of course barely 25kBps)
after the new tariff plans were out, i thought DSL_UNLTD_749 should fix this, so i applied for this month, n I am still getting the same dull speeds

even my router's ADSL status say:

Data Rate 256 Kbps 256 Kbps

    whereas my plan shows 752kbps.

My mom works in mtnl and the people at her exchange say i'll have to wait for another month before getting a volume based DSL_749 5GB plan.

have called 1504, written mails and got nothing!

has anyone encountered anything similar? how do i fix this without waiting another whole month for no reason!

Just forget that your speeds are not upgraded but your plan is.
    Follow these steps.
1.Call 198 and register a complain and book an online complain only mentioning that your speeds are only 256kb insted of 752kb.
2.You will get a call within 24 hrs of your complain and when they ask whats the issue, Just tell them you are getting only 256kb insted of 752kb and the internet is working fine.
3.Clearly say the guy that this is a speed issue.

Within the next 2 to 3 hrs your speeds will be upgraded.

I did the same when my speed upgrade was not done.
    Reply when speed is upgraded.
