Are you now connected to Internet with 220BX
set for MTNl VPI VCI O and 32 ?

Which MTNL tariff plan you use?
    Do they provide Static IP?
see the UT300r2u link given below.

I checked my modem similar to yours.
In Device Info WAN when connected IP allotted is shown) > no other option available.
You may get the same IP every time you connect.

To confirm you have a static IP always:
when ever, you connect and disconnect the modem
    check your IP here.

There are two types of IP, internal and external. Hope you are talking about external IP. If you have an external IP, there is no need to configure it. It will be the same whenever you connect to internet. This is of no use for domestic users. Normally people who runs servers use this.

On the other hand internal IP can be static. It helps you in port forwarding. Normally it is 192.168.1.2. You can configure it in the range 192.168.1.0 -255.

or can i use this ip watching my home cam..
    Your query not clear.
You have a STATIC IP allotted by MTNL to you.
You keep your system on with a WEBcam or Home cam connected and go ONLINE.
From somewhere else you want to monitor
the activities in your own location .

For this you have to access your System
    remotely.
Whether static IP or Dynamic IP makes no difference.
In SKYPE : we can use web cams to see each other when we Talk or use chat mode.

@meetdilip more details if required please.

MTNL connections do not come with static IP. If you need a static IP you need apply separately. Have you applied ? Static IP comes with a lot of disadvantages for domestic users. Better not to opt it. Team viewer is the best remote support software available.
