Thumbs down MTNL Not Providing Full Speed

Sorry for the long thread... Had to take out my anger.

    --------------------------------------------------
TO: WHO EVER THIS MAY CONCERN

    Hello,
This is my Second Letter to MTNL, First was regarding Bandwidth_CAP “ MTNL Secretly applying Fair Usage Policy” a few months back.

My name is Aasim Pathan a resident of Motilal Nagar -3, M.G. ROAD, Goregaon (W), My MTNL Landline number is 287xxxx, I have taken up 2MBPS Unlimited Internet connection & pay 3999/- plus taxes. My connection was started on April 2010 with 999/- 1MBPS Unlimited Plan, and later I upgraded to 2MBPS since June 2010.

When I run speed test from MTNL Server’s I am getting 1.8MBPS speed where as I should be getting 2MBPS (I was getting 2MBPS before) as the connection plan doesn’t state ‘Upto 2MBPS’ but only “2MBPS”, I understand the clause that has been mentioned on your tariff page:
“** Speeds indicated are only upto our ISP node and are given on best effort basis as per TRAI guidelines.” But I am not getting the stated speed upto MTNL ISP Node.

Before on my router page Line Rate - Downstream (Kbps): 2496 But now since 1st Sept my Line Rate - Downstream (Kbps):2047, when it was at 2496 I was getting complete 2MBPS but it has dropped now & I can notice a huge difference in speeds.

Complaining to MTNL 1504 doesn’t yield any results, MTNL Linemen come they check the speed & they say that’s all you get, My answer to that is:- on the 3999/- P.M. plan I’ll only pay 2000/-p.m. & say that’s all you get, will that be ok?

Hence I would like to request you to look in to the matter & solve this ASAP, I am Paying 3999/- & I should get the stated speeds atleast till MTNL ISP Node & the internet shouldn’t disconnect or reset as if you do so that makes the connection LIMITED as you are denying access which is ILLEGAL.

Consider this my first and last letter to MTNL / TRAI after which I am going to Consumer Forum & Consumer Court which you may know that it is now a simple procedure to apply.
    --------------------------------------------------

Today an MTNL Guy calls (Offcourse he talked in a hindi)

    MTNL: Hello! is this Aasim..
    Me: Yes
MTNL: Sir! Did you sent a letter to MTNL regarding Speed Problems
    Me: Yes I did.
MTNL: How much speed are you getting?
    Me: 1.8MBPS on a 2MBPS Unlimited Plan.
MTNL: Sir, You'll only get that much.
Me: I use to get full 2MBPS since last 2 months.
MTNL: The Plan states that the speed is upto 2MBPS
Me: No it doesn't, it only says 2MBPS
MTNL: Please check again, It says upto 2MBPS
Me: I am watching it on my computer screen right now, It's doesn't say Upto 2MBPS, Please check your information.
    MTNL: Ok! (Hangs Up)

    Calls back after 30 Mins
    MTNL: Hello! is this Aasim..
    Me: Yes
MTNL: Sir, were you getting 2MBPS Before?
Me: Yes, i was getting full 2MBPS till last month.
    MTNL: Is your computer new?
Me: (Huh!) Yes its about 6months old.
MTNL: See what happens is that..when a computer is new it has a lot of free memory and hence you get really good speed in the beginning ... (I Stop him in middle)
Me: Do you know who I am?
    MTNL: No.
Me: I am a Microsoft Certified Professional... so don't tell me all this Bull**it
MTNL: Oh! so your a software engineer.. when you wrote bitrate & all on the letter i thought you know what your talking about.
Me: Yes! I know all the games you guys at MTNL play... i am not an illiterate who will suck up everything you says as right!
MTNL: there is nothing we can do.. its not in our policy..
    Me: What Policy?
    MTNL: (He Hangs Up)

Ok So guys this is really the lowest bar i've had set for MTNL & they crossed that too, So i am going to report to TRAI & Consumer Court, But i need a good Plan as i don't want to use MTNL any more.

Do you guys know that they have increased the plan price to 4999/- from 3999/-

Dude the according to TRAI regulations the isp should provide 80% of the specified speed
so you should be happy that you get 90% of it

What HUB? A local exchange hub for media sharing which lets you download at 10 MBps? On Reliance?

Which kind of reliance connection are you talking about?

    What area in Mumbai?

I am considering getting this as an alternative.

Even i m having a similar problem with MTNL.....till around September 20 or so, i was getting about 100kbps regularly on my DSL Combo 495 plan - ie, after starting in June. Currently, it hardly crosses 30kbps.

And after i have started complaining, they r hardly responding, and whenever they do, they send a "Peon-like" guy at my residence, he sees everything & then says "Main Sir ko bataata hu. Line mein problem hai, ya to Central Server se problem hai". I m fed up of these replies, and i have even complained to TRAI "N" number of times. Still they havent even reverted to even a single e-mail of mine.

    My questions are -
    1) Is this the way all customers are treated by such Companies?
    2) To add to the woes, even the "SO-CALLED" Regulator isnt bothered to give it a damn? Is this the motto with which TRAI was formed?

    3) Where do i contact to lodge a complaint against TRAI?

I am feeling completely helpless - neither MTNL is doing anything, nor the Regulator itself.

    Please help

Are those figures in bits or bytes?

If they are in Bytes then its awesome speed youre getting
In this case dont complain to TRAI

it is in Bytes......but as a matter of fact, till September 20, i was getting a speed of 100 Kilobytes per second.

This has now reduced to 30 Kilobytes per second.

And actually, i had already mailed it to TRAI, long before i posted here, SORRY!!

And another fact that has come up today is they replied me saying "They have forwarded my issue to MTNL for their comments"......

    But, Thanks for your reply!!

yes bro, but then for almost 3 months, i got a 100 KiloBytes speed......that was possible only if they had the Bandwidth.......

And if they had it, then why have they stopped now....that was my issue!!

And then, this hasnt affected my Upload speed at all.....so theres surely some gimmick played by them, which has reduced my speed....

    Thanks again!!

MTNL always gives complimentary speeds to new customers (Lame marketing Strategy)

Thats vat troubles me yaar!! Even when v hav TRAI to regulate things, all the ISPs r doing such malpractices openly......
God knows when things will improve, and TRAI actually does what is was intended to do - ACT AS A WATCHDOG FOR THE COSUMERS......and not as an Agent of the Providers of the Services.
