I am replying to two people and getting mixed up (NPU and mail2sc)
NPU - The inspectors who interview you and get money from the college -> that is a bribe.
mail3sc - the paying of 40 lakhs donation is not a bribe. It might be
an illegal action but I wouln't categorize it as a bribe. It is buying a
medical seat.

Like KK said, people who score less, pay money to college to procure seat,that is indeed bribe, and you can call if buying a seat but it all comes to the same thing ~ Paying money to influence an authority's decision.
On the other hand , students who join through counselling (by the governing institution) are asked to pay donatio. this is also bribe, because, otherwise they are flouting government rules on normal fees and asking for extra money.
So I don't understand why you are saying its not bribe.
I am afraid we are missing the point. Imagine what he will do after final exams and results are in his favour. His quality is certainly questioned but the thing is he needs to buy this 40 lakhs + interest back. How ? Lot of ways. If I am to quote only minor crimes, getting influenced by medical reps. Not with just paracetamol, there are bigger things out there. Let us start it, 100 ways for a doctor become rich.
The HRD & the Health ministry has ordered for a probe in this matter.
But will the probe be effective. We all know about our country very well. The college have the political back up so some how they will close this investigation.
After few days this news will vanish & we will never know what happened.
