Yes, Nokia C5-03 is a good phone. It available for around 9K and not 10K. Check Nokia C5-03 price on mysmartprice.
Other good touch screen phones in range of 10K are Samsung Galaxy Fit and LG Optimus One.

Yup Nokia C5-03 is good phone under your budget and combines with all the features which you are looking for.
you can check LG optimus as well it packed with wifi and 3g, touch screen, 3.2 mega pixel camera,android OS.

Have a look at Nokia C3-01 the touch and type phone from Nokia. Good looks and compact. wifi, 5MP camera with flash, But the symbian version is older than Nokia C5-03. But C5-03 has a bigger screen so browsing will be better.
