Question Does BSNL has "open " or "Closed" port policy?

Can any one help me with this?

Does BSNL have open port policy? if not which other DSL has open port policy?

PS: I need DSL companies and not Cable broadband companies!!!!

By open and closed port policy, do u mean to say does BSNL port-bind the connections? If so, yes port-binding is implemented in BSNL connections.

Or is it something like, whether all the ports are available (no specific port is blocked)?? If so, BSNL does not block any specific ports.
