Default telent wins Highways Agency communications contract

London — 23 November 2006 — telent plc (LSE: TLNT) has been awarded a five-year contract by the Highways Agency for the maintenance management, renewal and improvement of roadside communications networks in the North-West of England. The Technology Managing Agent/Contractor (TechMAC) contract will cover the motorway and part of the trunk road network across Cheshire, Lancashire, Cumbria, Merseyside and Manchester. telent has booked an initial firm order of approximately £12 million in relation to this TechMAC contract and expects to receive further variations throughout the 5 year duration.

telent has partnered with Atkins in an unincorporated joint venture known as RTS (Roadside Technology Services) to deliver the contract. This is the second contract awarded to the partnership: in April 2004 telent and Atkins took responsibility for the West Midlands TechMAC.

“We have been extremely impressed with telent’s performance,” said a Service Manager at the Highways Agency. “telent’s commitment to providing a first class service has already resulted in significant cost savings through increased efficiency in all of our Highways Agency contracts; we are confident that these results will be further improved in the North West TechMAC

The North-West TechMAC will be managed from the Highways Agency Manchester office, with RTS operating from their base in Chorley, Lancashire. The North West is the first RCC centric TechMAC contract and is therefore a flagship for the Highways Agency.

“The award of the North-West TechMAC is a great endorsement of the faith that the Highways Agency has in telent and Atkins trading as RTS,” said Mark Plato, Chief Executive Officer of telent. “The departure from remedial fault reporting and repair to a performance related contract is proving highly successful within our West Midlands TechMAC and we will be migrating and further developing this successful formula to the North-West. It is a considerable responsibility for us to manage the maintenance of approximately 25% of the Highways Agency’s technology assets within this region and 40% nationally. This illustrates how customers can have confidence in outsourcing their technology and communications requirements to telent who will work with the best partners, such as Atkins, to provide the best solutions.”

RTS will commence operation of the North-West TechMAC contract from 4th December 2006.
