Default How ' Broad ' is the Broadband connection

While somebody in the US is freaking on a T1 connection we are still crawling with a 'less-than' 128 Kbps 'not so broad' broadband connection, which too, is unable to deliver its throughput. Is that FAIR?
Isn't it time we innovated, grew larger and greater, after all we Indians are considered to have the brightest minds. Maybe we are just using our bright minds to deceive the income tax department, while we let our hard-earned money go into the wrong pockets.
Or is the government talking about plans to be implemented 20 odd years later. How long will the people of this country feed on the old stuff rejected by others?
Why don't they have a department other than the not-so-efficient 'consumer grievance cell' to ensure that the users receive what they pay for, rather than being cheated by monopolising service providers.
How does one expect greater achievements when considering wider networks, total-connectivity through-out the country connecting villages in India to the big cities of US!
