Bandwidth Management solutions allow different ways of controlling bandwidth allocations. This can be based on the IP address or MAC address. You may define pipes for a range of addresses and inside the pipe's define virtual channels for each address.. This is just one way of doing it.. There are lots of other ways of enforcing same..

Once you Login the AAA server (e.g. RADIUS) may record the username and corresponding IP address.. then the BandWidth Management solution is notified of the IP address and the QoS to be enforced for the IP address.

This is what I implemented for a HK based Satellite Data services company:

After Authentication relate the UserID to the IP address.. Identify the Plan for the user and then the QoS (VBR, CBR) for the Plan. Update the Bandwidth Management system with IP Address and QoS (VBR and CBR)

The same can be implemented through MAC address in place of IP address.

Edit : I forgot to add this..

Even if you know the Router password you won't be able to do much..

Pl. make sure that you are not committing any crime..

Reliance folks crib even for MAC spoofing on Client side..
