About LinkBacksI am using Reliance Netconnect + for over a week now. The promised speed is 3.1 mbps. I am not getting that speed - it is nearly half; but it is fairly fast and satisfactory.

You will never reach the promised speed unless you are the only one connected to the tower and there is no cell or broadband traffic. These companies are very smart in saying that you might get speeds UPTO 3.1MBPS and not for sure you will get the speed. Just a play of words saves them for a lot of law suites
From pingtest result, I can see that there is too much jitter which makes connection unreliable to play online games or applications. Otherwise speed is satisfactory.
Reliance tries to cut corners everywhere they can.. for most people pingtest would not even be an issue and reliance knows it and hense maybe they tweek their softwares to give only as much speed and as many pings to keep the connection active.
