Why don't you try with BSNL or Airtel? Reliance Wimax is not very good, I heard.

Also do not pay any monies in advance to any provider. Insist that they connect and setup your internet and show that it is working and then pay them. Else they will take you cheque and take their own sweet time to get you connected.

For any BB connection (including BSNL) you need the following:

    a) Photo Identity
    b) Address Proof
    c) 2 photographs
    d) Completed form

For address proof, you can submit the Electricity Bill or Bank passbook/statement or Employer's letter or copy of rental agreement, etc. I am not sure whether mobile phone bill is acceptable.

BSNL will provide the landline if you do not have one.

But without address proof you may be stuck at most places.
