RConnect: Data Card or Phone ? Both?

I recently moved back from the US after 7.5 years so I know I am in for some bumps .

I am considering RConnect (used it a little before) for access to the net as / when I travel.

My primary base is going to Bombay with:
Vodafone / Hutch as my primary GSM number.
Considering Reliance Phone as a secondary for Reliance to Reliance calls that are cheaper and Roaming etc.

Should I get a data card and have to carry that or is there some phone with cable that will fulfill both needs.
