Default sify: router help

hy guys , a few months back my routers wan port stopped working, the sify technician suggested that i plug the sify cable into one of the lan ports of the router and this worked fine. After a few months some other technician comes and says that the router is broadcasting on the network , so i will have to remove the cable.
first what does he mean by broadcasting on the network??
Is there a solution to this without changing the router ??
