Bloodshed Dev-C++.
Borland C++
Cygwin (GNU C++)
Digital Mars C++
I have only tried Bloodshed Dev-C++. So don't know which one is better.

I like Borland C++, many developer use it as their IDE develop tool too.
I use Visual C++ Express edition (Windows Only).
