to delete those files use some file shredder there are lot many available now for free.
    Else
use some startup disk and boot directly to DOS prompt without loading the OS then go to the directry and delete it.

Why is this in BSNL BB section ? Mod's if possible please move to Software section

Once OS is started then you cant do anything, you have use startup disk of win98 (you can download it, its hardly ~1 MB) boot from that and DOS from there it will delete. Typing CMD in run will give only DOS prompt not the actual DOS. From there you can only do things which you do in windows thats all.
    Use startup disk

    ccleaner should do the trick.
if it does not, then boot in safe mode with DOS and manually delete the files.

i thought spy doctor was a spyware itself, i have seen it auto install on computers on its own. I would suggest you google "how to remove spy doctor"
