iTunes 3.0? Surely you are mistaken.
The latest version is 8.2.1.6.
I have not found much difference in the interim versions other than that they have made some user interface changes and enhancements. Plus they are having firmware updates for iPods, iPhones, etc.
Most of the times a new version is released to support the latest generation of iPods or iPhones.
