Rather than using a pirated software try this freeware
    Graphisme et utilitaires
its a simple and easy to use software which is far less resource hungry with several optional plug-ins also available for download.

If you don't need the really advanced features of photoshop, you can try photofiltere - Plz google for the snapfiles link as I am not allowed to post links (15 posts rule)

Is this software more better than photoshop, or how is it different from it?

Another thing is is safe to download on your computer?

GNU Image Manipulation Program is its full form.
Here are some of its features:GIMP - Feature Overview
For windows download it from here:GIMP - Windows installers
Currently no official binary for windows is provided. Though above will work fine.

One of its advantages is that you get good documentations for free.

Photoshop is the best and the easiest software for photo editing. You can find many more tutorial/guides websites about Photoshop tricks than any other photo editing software.

Example Website: http://www.tutorialized.com/tutorials/Photoshop/1 [this is a tutorial indexing website].

among the free photo editing softwares, photofiltre (download link posted in post #3) is extremely good and can satisfy most normal requirements. And it works on all flavours of Windows, including Vista.
