There is a problem if a thread goes off topic. Even if the thread is part of the "offtopic" forum, it still has a topic. Posts in the thread should alsways stick to the topic. These are the forum rules.
The reasoning is as follows.
The main thread deals with a topic, typically an issue. Someone in the middle posts, "hey, by the way, I also have this problem". This diverts the attention from the main topic. The new issue raised could be faced by many other people. Now the subject of this thread is totally different; so there is no inkling that a particular thread contains another issue also.
Some people are shy of reporting an issue or asking a question. And they may never get an answer because the answer to their issue is hidden in some other thread.
Also someone who is capable of answering may not look into the thread at all.
