Rep Power: 7 | A banned user - well is banned - can no more login to the forum. It is possible that the banned user will try to use some other pseudonym and try to register again. But we know the IP address of the last (banned) login and can detect similarities by behaviour pattern also. If the banned user in his new avatar behaves we let it go. But it is rearely the case - some banned users never return while other try to sneak in but are caught.
