Hope he doesnt mind me letting this out here .... His choice was Kashi and I kind of freaked out when he said that and it took hours of convincing that its not the ideal place to set up an IT related office.
Would probabbly be looking at either Chennai or Hyderabad... realestate is a lot cheaper there and work culture a lot better then what you get in North India
Bangalore (or bengaluru) is also ok, but its REALLY costly to have an office. My dad payed Rs50,000/month as rent for his 800sqft office at a prime location...

Bangalore is very costly and in my opinion Chennai crowd is more hard working and dedicated

Pune is also costly. Maybe not as much as Bangalore but still up there. But the advantages of cities such as Bangalore, Chennai, Hyderabad, Pune, Gurgaon, Noida, etc. are the availability of talent pool. This also has some disadvantages as people do not stick around.

The only problem with Bangalore is that staff turnover is too high as jobs are abundant.. apart from that salaries are higher as compared to Chennai and Hyderabad.How about Pune ??

And hotels cost a fortune at Bangalore
