Thread: Why can't i rep anyone?

i can't rep anyone's post.
a message comes saying something like:
You must spread some Reputation around before giving it to ***** again..


this is when i rep anyone.

You need to rep certain no of person before you rep the same person again. Go to some old threads and rep some inactive members. By this way we can rep the person you wish.
