see wireless network is something that you can built on your area by properly configuring a supported WIFI modem. so type of network is not linked with service provider.

Ask your local BSNL office if they have got EVDO data cards coz that might solve your problem if thats not available just got for a reliance data card but make sure reception is good where you live as it all depends on proximity to the tower.

Going for data card would also need card reader on desktop then , what data card reader would work for this.

Instead of getting a data card get that usb thing which you can use for both a laptop and a desktop.

Just before you jump to buy it... VOIP is a big no no for these connections as they are not fast enough.

u mean using USB based connection would be slower, so i need to do video conferencing on the internet connection.

I didint mean that the usb thing would be any slower then the data card provided we comparing say for instance a reliance data card and a reliance usb thinggy as they will both give almost the same speed.
But genrally speaking all wireless connections except for BSNL evdo technology based connection will be very slow and wont be fit for even voice conferencing leave alone video conferencing as the frames would hardly refresh at the rate of 1-2 per min.

The only option is to get a wired connection for now if you looking for video conferencing.

I am not too sure about buying your own card and configuring it and all that... all I know is that if bsnl evdo is available it gives a speed of upto 2.2mbps which is great for both voice and video conferencing.
