If you are not planning to use both laptops to access the connection at once, just use the same static IP settings on both the laptops - you can switch the ethernet cable between the two as required.

If you are planning to use both laptops to access the connection at once, the best option is to use a wireless switch/router (such as a Netgear 614v9), give the switch/router the static IP and each of your machines a private IP (e.g. 192.168.1.xx). Setting up the wireless thingy correctly and securely is another topic in itself - so if you do plan to use one, post back here and I'll help if required.

If you do not want to buy a wireless switch, the only remaining option that I can think of is to enable internet sharing on one of the machines (I assume you are on Windows) and connect to the internet from the second laptop through the shared connection. The two laptops will need to talk to each other - since you would have used up the (probably) only LAN adapter on one of the laptops, you will need to setup a peer-to-peer wireless network between the two laptops.

[PS: Second option is clumsy, so just buy a wireless switch - costs about Rs.2000 and can be setup in < 5 mins]

    well said yogesh :

this is correct you can not connect 2 systems on one static IP address at same time, to connect 2 systems you need a device, you can go for a wireless router which can help you in this, you can just config your router for wireless connectivity or can use ethernet cable aswell.
If you are planing to purchase a router or need some help to choose one then please check previous posts as we are already discussing the same matter.

the 2 good and affordable brands which are shining in market are Netgear and D-link
