^ sorry , contacting TRAI or TDSAT or TATA corporate
might not produce any good results . AFAIK , there is no
ombudsman for telecom / broadband .

If one doesnt get proper response from Local TATA cc
then should approach consumer forum . one can also
publish the grievances in popular news papers & air on
popular tv channels . A group airing grievances on tv
channels can have more effect than the individuals ...

I wish I could add some more information here ...

I have faced the same problem. they are liar, cheater. VSNL is the worst telecom company in the world. i gave them Rs. 3200 as advance for six month for 64 kbps plan on 24 may, and they promissed me to give connection in 10 days. but they did not installed it evern after 2 months. when i complaind in custumer care they give me the same reason as u have mentioned. Then I did complaint against them in Telecom regulatory authority. TRI sent them a notice. after one month of complaining they returned me my money back.

So i also suggest everyone not to pay for tataindicom connection. "Ye luteron aur choron ki company hai"
