Default Port Forwarding using TATA WiMAX

Hi all, i am using the TATA Indicom Wimax connection in Bangalore. I have a prepaid plan which means i have a Dynamic IP. All my torrents show that the required ports are not open. So how do i do port forwarding using a Dynamic IP? Is it even possible?

Instead of a modem i have been given a power adaptor called PowerDsine 3001 from which the RJ45 cable is connected to my pc's ethernet adaptor. Do i require a router to be able to do it or is a Static IP must? Pls help me...
