    try it yourself type cmd in run a command prompt window will open up then type ipconfig in it

    It will help you troubleshoot many connectivity issues. Suppose your IP is 169.xx.xx.xx, you won't able to connect to net.

    if local server in my area is down whether i can solve it by myself? Whether i can check the local server status there?

    Do you mean ISP server ? No, you can't. For that you need to contact the ISP.

    Post yours and point out which IP is not shown sometimes.
    { Also mention whether in "Dialer"(Bridged) mode or "Always On" (PPP/PPPoE )mode }
