I have almost a similar experience. I bought it (same model Huawei EC1261) about a month ago. At the time of purchase they claimed it will deliver above 3mbps speed. Well, my downloading speed was less than 15 kb/sec most of the times which is lesser than the Reliance Broadband connection (wired) which I already have. Interestingly I even noticed that at times the connection wouldn't even establish and keep disconnecting.
Well, since I found it substandard I made a phone call to customer care to cancel/freeze my connection and pretty warmly the guy said that he needed permission from his seniors and asked me to hold on until he got the line connected to his senior. After 15 minutes of listening the rubbish music they relay and two failed attempts of the agent the connection with the senior couldn't get established. So he said at around 2:00 pm that I will get a call on or before 8:23 p.m. (quite precise eh?) from his senior and after two days here I am still waiting for the call.
Frustrated, I sent an email at 5:00 a.m. to terminate my connection and till date (Oct.1) I haven't received any approval for the termination but only an email acknowledging that they're in receipt of my email, the last line of the first paragraph of the email states "In response to your mail regarding disconnection, we would like to inform you that we are looking into it and will revert to you shortly."
