The simple answer is "Yes and No"

TataSKY signals are scrambled and you need to get their dish and STB to unscramble the signals. You can connect the STB RF-out to your Pinnacle card and receive the TV on your TV. But all channel changing will have to be done via the STB.

No you cannot access the internet using tata sky.
