You do know that DVD is MPEG2, don't you? MPEG4 is not going to make any difference (at least in India). MPEG4 uses optimized and higher compression that allows more channels squeezed into the same bandwidth. This works out beneficial to the DTH provider because then they have to hire less transponders for the same number of channels.
While MPEG4 does have the potential of giving better video, unless the source is better the output cannot be better.
So do not fall for the MPEG4 humdrum. Better compare first before you buy. TataSky and DishTV are not DVD quality (whatever they may say) but they are not bad at all. The main decision should be on how much you will be spending per month and for that amount how many channels you will get.
