Default tata wimax port forwarding

hi guys i have problem in port forwarding , as i want to host counter strike 1.6 on my pc i want to open port 27015 to host it but i don't know how to open it
when i to connect to my external ip the error i get is as

WARNING: UDP_OpenSocket: port: 27015 bind: WSAEADDRINUSE
NET Ports: server 27015, client 27005
Could not get TCP/IP address, TCP/IP disabled
Reason: WSAENOTSOCK

i have 256 kbps prepaid connection
