This is because the paintings in Ajanta are quite old and susceptible to damage by flash lights. Hence they allow photography by well known photographers only who take care not to use flash, etc.

One may say that we will also not use flash. But the government does not wish to take chances.

Photography is permitted outside the caves.

Actually use of flash is not permitted inside the Ajanta Caves.
But the caves have fibre optic lighting. So any good digital camera would give u reasonably good pictures even without flash.

And if visiting Ajanta, make sure u take the services of an experienced guide (available even on sharing basis). would save u a lot of time & energy.
