Expecting a postive and quick action from IBF India and CBFC India on the
below issue:
Respected Madam/Sir,
This is with reference to the two major steps taken by IBF to control the broadcasting contents for Indian television under “Self Regulatory Content Guidelines“ which framed the regulatory content and complaint redressal mechanism and provided guidelines to dividing the content in G and R category Where as R category has to be aired between 11 PM to 5 AM.
Here I want to know that whether they have started to follow the content dividing guidelines or not. If yes then furnish us the list of programs that you have putted in R category and if the above segregation has not yet taken place then provide us the reason for the delay and expect tenure to get it implemented. The suggested categorization will surely make the viewing more appropriate and target oriented.
We can see the success of above categorization in various countries which are already following this system. Even if we check the Asia continent, we can take the example of Hong Kong which has divided its Television contents in three parts wise
G General
PG - (Parental Guidance Recommended): Programs are unsuitable for children; parental guidance is recommended for children to watch.
M - (Mature): Programs are recommended only for viewers above the age of 18; only allowed to be shown between 11:00 pm and 6:00 am.
If we see the list of countries that do not have television ratings, then we’ll find only two countries that are India and People’s Republic of China. Other then these two, each and every country has its own Television ratings and time slot for broadcast the programs.
Above categorization could also help in making the programs more focused and target audience oriented. I am sure with your constant efforts and strategy will also be in the list of countries which are successfully running it Television ratings.
Other then above issue I have one more query which is related to both IBF India and CBFC India. We have some very nicely made movies like Hazaaron Khwahishein Aisi, Sarfarosh and Utsav which are given "A" certificate very long back based on that time’s requirement. But now with the change in time we need to recertify those films which are give "A" certificate so that it can be aired on India Television. Else we can also use the IBF’s time slot of R rated program to air such movies.
By completely banning adult movies on TV what have effectively suggested is
that TV is meant only for children and not for adults. It seems we only resort to the easiest but ineffective solutions to our problems - Banning. But this ban will never help curb children viewing such stuff but it will only derive the Indian audience of some very wonderful movies which had “A” rating because of its darker theme. This ban will also discourage the filmmakers who want to make different kind of movies with mature themes, as they won’t be having any audience watching these movies after this ban because in India majority of people prefer watching movies on TV and not in theatres due to financial constraints.
The filmmakers also stand to lose heavily as they won’t be able to sell satellite rights due to the ban. It’s time for the caretakers and upholders of moral values and the court to take serious view of the situation and make it imperative that films and TV serials with adult subjects are shown after 11 p.m. instead of banning them. A ban on adult movies is totally unnecessary. By taking into consideration sex scenes, violence and adult themes like politics, human relationships etc, the CBFC board should really come up with standard guidelines to show things on TV by using International standards.
Why not with the mutual consent and effort from both IBF and CBFC India, a strategy could be made to air "A" rated movies at the time which IBF guided for R category program on TV.
The Information & Broadcasting Minister and the High court should review the situation pragmatically and consider all the aspects related to this issue and there should be drastic amendments in the Cable TV act. And the parents should know that kids are not supposed to be watching TV as a major pass time. It should be just one of their activities and it cannot revolve around them
I also want to congratulate Smt. Leela Sampson to becoming the chief of central board for film certification in India and am sure under her supervision much awaited “film certification to film classification” project will also be successfully completed.
