Traffic does not get a boost if you move from free to paid hosting. Traffic is not related to where you are hosted apart from geotargetting your site it plays very little role.
Google's new Caffeine update will take into account how fast your website is to rank pages on its search engine but that is yet to come some time next month (Jan).

If you are looking to increase traffic on your site you would need other websites to link to you besides having very good content.

My advice to you would be work on the content and links will come automatically when people find your content to be link worthy. For starters you could begin with submitting to free directories of repute and ask your blogger friends to review your site on their blogs.

Hostgator never lets you sign-up? Why? What's their reason? I never heard of Hostgator turning away clients before. Have you done something to them?

Amit are you trying to register with hostgator with an unconfirmed paypal account? The do not take payments from unconfirmed paypal accounts for obvious reasons. You can verify your account by adding a credit card to it on Paypal.
Other then that I dont know of any reason why Hostgator would not sell you hosting.... never heard of this before from anyone.

No one company accept the payment from unconfirmed paypal accounts.
