    Not worth the trouble.
You can check bytes data in your modem.
or use shaplus1.3 ( independent of Bsnl usage Portal)
or FireFox + Data fox add on.
( bsnl usage portal should work)
Use your 14digit portal Id and PW password at BSNL Portal

You want to know how much data is downloaded from a particular web site?
    Like a "stop clock"?
you have to RESET the meter again and again.
    Try Tautology bandwidth meter.
Search in Google for "Bandwidth meters"
    free/shareware/trialware/paid applications. .

Without even trying what was suggested in post No 3, or earlier,
    and without any feedback ,
    you are putting more conditions.

Para two: What 256mb ( Or 256MB) Ram got to do with your download/uploads?

Sorry I tried it earlier many ....
    what is "it"?
Probably XP Home edition may show in bytes.
Also mentioned that the ethernet LANcard or wirelessnetwork card
may show in Bytes or packets. Investigate.
    1.
I already said it is not worth the trouble.

    2.many alternate method/s were suggested,
and you should have tried them.

3.From reading your post/s, it was not advisable to suggest
    modification of OS registry/ settings.

    4.
This page normally seen to check whether Internet
    data is being exchanged.
    5.
We learn more answering questions , than asking questions !
    and there is no trouble.
Without feedback, it will be one way traffic.

    6. A "old story" Thomas Alva Edison said to his friend ,
TAE " I tried 100 or more materials before choosing
Tungsten as material for the electric bulb finally"
Friend ;" you have wasted your time . you should have
selected Tungsten in the first place !"
    Edison: " No. I know 99 materials won't work!"
    7.
So without trying , we stop learning.
Feedback +ve or -ve is always welcome.

    8. Try Tweakdun 2.2. tweak meter. ( free version)
for each session you can reset the totals.

    9.
Google search: quote from Microsoft expert.
The default status page the you are looking at displays activity in packets
and there is no way to change this. A great alternative is to use
performance monitor. To open perfmon click on the start menu, run and type
perfmon. This will open up perfmon. To track your wireless card usage
click on the "+" icon above the graph and then click on the Performance
object tab and choose network interface. Choose the interface in the left
column and choose the things you want to track on the right column. Click
add to add the items to the graph. I hope this helps.
