Use any image editing program Picasa or ACDSee and reduce the quality to your liking, that'll make them smaller!

I use "FILEminimizer Pictures" to compress my images. It's best feature is batch image compression where you may compress multiple images at once. Got it for free recently from giveawayoftheday.com.

I use Fastone Capture to capture the screenshot and to edit (convert/resize/compress etc) them. In Fastone Capture, you will be able to find the best format and setting to compress the image without any visible quality loss. It's a shareware software.

For batch resizing/compressing images, I use K Studio Resize!.

if you are using windows vista / windows 7 , then it has inbuilt utility called Snipping Tool it can be found under START>Accessories

I have put it at taskbar icon and can use it quickly. You have GIF , JPG and PNG file formats to save the image.

Yes, any compression results in reduction of quality. However, it's so minor that you won't know the difference. Also, there are settings which can be adjusted to determine the amount of compression.

I use a picture resizing utility by microsoft. It is called "Image Resizer". It can resize image(s) (to popular dimensions like 800x600, 1200x800 or custom size) just with right click. works in xp... should will work in win7 ....will result in loss of picture quality(but as said above ...almost unnoticeable)....to download search google for "Microsoft PowerToys for Windows XP". click on the first search result. On the above page, see in the right pane for link of:- ImageResizer.exe
