Quick launch is the one of the features of all windows versions prior to windows 7. However in windows 7, it has essentially been replaced with taskbar pinned application. But it is possible to enable it again in windows 7.
1. Make sure your taskbar is unlocked before continuing.
2. Right click anywhere on the taskbar and select toolbars >New toolbars
3. Now in the windows that pops up, browse to the following folder corresponding to your windows installation :
<windows install drive>\users\<username>\AppData\Roaming\Microsoft\ Internet Explorer\
Double click on the quick launch folder
4. Now you should be able to see a basic quick launch bar. You can drag it using the dotted lines to the required size.
5. Again right click on the free space in taskbar, and remove the tick next to show titles and do the same for show text.
6. Now you can add as many icons as you want to the quick launch bar by dragging icons from desktop or by copying a shortcut to the above mentioned folder.
