can i access my home computer, using my static ip address in address bar.

like 59.312.22.122:80 or something similar like 00.00.000.000:8080 "this is not my ip its just for demo"

There is no need for a static IP. Just use any of these

DynDNS.com - Free Domain Name, Managed DNS, Email Services

or

No-IP - Dynamic DNS, Static DNS for Your Dynamic IP

Or you can try team viewer. Simple and best.
