Since you use XP now, ( upgrade sp2 sp3 )should be sufficient for your needs.
Windows 7 is also being upgraded next year !!
Old thread : IE8 appears in Desktop /Program files/startmenu
for me. Using Windows 7 Professional.
Try upgrade to IE8 from official site. or
uninstall and reinstall from ADD/Remove Windows components.

If your use is limited to only these things and if you are satisfied with perfomence then I recommend you to not to use win 7. But still if u want then profetional is best for all user...bt if you wil get ultimate then u will be easily able to use ur win xp programs in wind 7 too. becase it has by default win-xp mode which enable u to use xp programs in 7.
I am also using win-7 ultimate..I like it very much . N im compleatly satisfied with it...
