    BSNL has revised monthly lease charges and sale
    value of ADSL modems for broadband connections

    Yes they had to, MNC are fast catching up on BSNL. If they wana stay on stop they had to increase there number of customer and no best way of attracting them by giving them discounts or slashing the prices.
