Doubt regarding BSNL billing of first month for Internet connection

Hi guys,

I live in Alandur, Chennai. We registered for new BSNL connection + Broadband plan BB ULD 800 on May 30th, 2012. We were told we will get internet connection within 1 week. As usual after repeatedly calling and visiting them, we got the line connection today (after almost 2 weeks.) They connected the wires but the line is not active yet. They said it'll be active today evening or tomorrow.

Anyways I have a doubt regarding how will they calculate the billing. Will they bill from today to EOM or they will bill the full amount? If it is possible to complain and claim for these missing 12 days, how should I proceed?

I believe they would bill you starting from the day they get your connection up and running. Pro-rata as they call it.
